Domed pins

I would appreciate help on how to dome pins. I have a head spinner from TKM. I use this in my drill press, with a milling vise holding the pin. I spin the head for several seconds. Doesn't really dome the pin very well, but I figure I'll round it up with a buffer. Which I do, with a dremel. This gives a shallow dome. I'm using these in folder scales. I have the liner and scale material prepared for the pin. I slide the pin in and use a nail setter to hold the domed side of the pin, while I peen the other, liner side. This mars the dome every time, even though I've polished the nail setter many times. So - how do I get a better dome? and should I forget about peening the thing and just glue it?
